I started my professional career as a kindergarten teacher, I eventually segued into public health work after seeing first-hand the effects that inequality, inaccessibility, and poverty can have on health and wellbeing. My work with colonias and HIV/AIDS in the 1990s, professional education and training, and life-experience continue to frame and support a multi-disciplinary approach to fight for marginalized, stigmatized, and/or victimized populations.
I joined VAC in 2012 as AETC (AIDS Education and Training Center) Coordinator and later that year added Director of Quality Assurance to my duties. As Director of Quality Assurance, I once took lead for the quality improvement process and guided the quality management plan. This included ensuring compliance with standards of care according to US Department of Health and Human Services Health Resources and Services Administration HIV/AIDS Bureau expectations for Ryan White and all other funding sources.
In 2014, I added the duties of Director of Finance where I was able to use my training and experience in fund raising, budgeting, grants management and public health program development to help Valley AIDS Council continue to grow and to improve services. As Director of Finance, I supervised the department and provided direction on budget management, cost benefit analysis, forecasting needs and securing new funding.
In 2016, I became the Executive Director of Valley AIDS Council. I currently oversee the growth of the agency and ensures that the clinic is in line with the National HIV/AIDS Strategy released by the White House.
I have successfully developed and managed program budgets; supervised, managed and developed education and wellness programs; and strengthened and expanded organizational reach and stability through successful fundraising and grants programs. Before returning to south Texas and joining VAC, I worked at hospitals, health clinics, schools, and non-profit organizations in Austin, Washington DC and New York. I received a B.A. in Economics from the University of Texas at Austin and early childhood education certification from the University of Texas at Brownsville.
My skills and experience support my personal vision to speak on behalf of those unable to speak, to empower those who can be empowered, and to help all reach their full potential.

Sean Camacho is a transgender individual who graduated from Southern New Hampshire University with a bachelor’s degree in Criminal Justice. He is a trans advocate as well as the VP of the RGV Trans Closet which assists trans individuals with clothing necessities. Sean started working with the Valley AIDS Council in 2019 where he currently is the AETC Capacity & Development Administrator.

Armando Molina, a native of Brownsville, Texas, is dedicated to empowering marginalized communities through capacity development education. His journey began in October 2007 as a Risk Reduction Specialist, gaining invaluable experience in HIV prevention. Over time, Armando's career evolved, leading him to serve as the SAMSHA coordinator, where he uncovered unique challenges faced by sexual and gender minorities.
In 2015, Armando assumed the role of CLEAR Coordinator, tirelessly assisting patients in improving their quality of life by employing motivational interviewing techniques to guide them toward positive health outcomes. His contributions were recognized in 2016 when he received the Official TX PREPの Pioneer Award from DSHS, SFDPH, and DPTC for his instrumental role in establishing the PREPの program at Valley AIDS Council.
Presently, Armando serves as a CHW Instructor and Capacity Development Trainer at Valley AIDS Council, where he conducts training sessions focusing on HIV prevention and care, while continuing his unwavering commitment to uplifting disadvantaged communities.
